A smaller percentage of public high school graduates in California met state university admission requirements in 1983 than in 1976, the California Commission on Postsecondary Education said. A survey of 1983 graduates found that only 13.2% met fall entrance requirements for the University of California, down from 14.8% in 1976. Commission researchers said that in 1983, 26% of Asian students qualified for admission, compared to 15.5% for whites, 4.9% for Latinos and 3.6% for blacks. The declines in eligibility corresponded with recent declines in grade-point averages and Scholatic Achievement Test scores.
