City Chips In on Legal Costs:The Costa Mesa City Council has agreed to pay $4,000 of the legal costs incurred by homeowners living near the Pacific Amphitheatre in their continuing fight over noise from the concert arena. The council voted Monday to give the money to Concerned Citizens of Costa Mesa to offset the expense of fighting Ned West Inc., which owns and operates the amphitheater. The group sued the amphitheater a year ago, alleging that its environmental impact report was not updated when the concert facility was redesigned. The redesign turned a middle-sized theater into what is regarded as the largest outdoor concert arena on the West Coast.
