Ecuador Signs U.N. Agreement on Torture

UNITED NATIONS —
Ecuador has become the 21st nation to sign an international convention against torture, a U.N. spokesman said Wednesday.
The pact, approved by the General Assembly last December, calls on signatory states to prevent torture and ensure that acts of torture are legally punishable offenses.
