Hearing Delayed on Partial Closing of Mobil Refinery

The South Coast Air Quality Management District has delayed until Feb. 19 a hearing during which its staff plans to seek an order to shut down a portion of Mobil Oil Corp.’s refinery in Torrance.

The district has charged that Mobil continued to operate the Torrance plant despite knowing that an anti-pollution device designed to capture particulate emissions from a gasoline manufacturing process had not been working for at least six months and perhaps as long as a year.

Mobil has voluntarily shut down the equipment in question to make repairs. However, the district staff said it will still seek an abatement order to prevent Mobil from restarting the equipment without meeting various conditions.
