After a 22-hour meeting, the Executive Board of the U.N. Educational, Scientific and Cultural Organization failed to reach agreement on a formula for tackling a financial crisis brought about by the U.S. withdrawal from the group. UNESCO Director General Amadou Mahtar M’Bow said the board is trying to duck its responsbility, declaring: “It is up to you to decide on recommendations.”
