County supervisors have delayed a decision on a controversial Balan Road extension in Rowland Heights to give Supervisor Pete Schabarum a chance to look into issues raised by the project’s opponents. The project would push Balan Road from Pepperdale Drive eastward to Brea Canyon Cut-off Road. Terrill Webb, who lives at Balan Road and Pepperdale Drive, said he bought his property only after being assured in writing by county Regional Planning Commission officials that the road would never be extended. The county Public Works Department says the road is needed to improve traffic flow and serve new subdivisions. Webb and several neighbors argue that the road is unnecessary and would infringe on the area’s trails and rural character.
