Oceanside
Steven Speach, superintendent of the Oceanside Unified School District, has been granted a four-year contract by school board trustees for the $58,000-a-year position. Speach came to the district in 1980 as assistant superintendent and was named superintendent in June, 1983, at the time of the resignation of former superintendent C. Gordon Bishop. Since then, Speach had been serving on a yearly contract.
