Gen. John R. Galvin took over as head of the U.S. Southern Command during a ceremony in Panana City. Galvin, 55, replaces Gen. Paul F. Gorman in the post, the highest-ranking U.S. military position in Latin America. Galvin last served in West Germany as commanding general of the 7th Army Corps in Europe.
