Dr. Kenneth W. Kizer has been nominated by Gov. George Deukmejian to the $73,780-a-year post as state director of health services, succeeding Peter Rank, who resigned. Kizer, 33, an emergency room physician and former director of the Office of Emergency Medical Services, has been a deputy director of the department since August. Among other things, the department administers the vast Medi-Cal health care program for the needy and supervises a broad array of public health programs.
