The White House announced that Wilford W. Johansen, 56, Los Angeles regional director for the National Labor Relations Board, and Marshall B. Babson, 39, a partner in the New Haven, Conn., law firm of Wiggin & Dana, will be nominated to fill two vacancies on the NLRB.

Johansen, who has the endorsement of organized labor, headed the agency’s Southern California region from 1971 to April, 1984, when he became acting general counsel for the NLRB. Rosemary M. Collyer was appointed general counsel late last year and awaits Senate confirmation.
