President Reagan named veteran diplomat Walter Stoessel to head a presidential commission to review the nation’s chemical warfare arsenal and assess the need for a new generation of chemical weapons. Stoessel, a former deputy secretary of state and U.S. ambassador to Poland, the Soviet Union and West Germany, will serve as chairman of the Chemical Warfare Review Commission, created by Reagan on Jan. 28.
