Ralph L. Ozorkiewicz, 38, has been named executive vice president and operations manager of Wyle Laboratories’ Irvine-based electronics marketing group, with responsibility for the company’s marketing operations at 13 locations in the West.

William R. Phebus, new vice president at Downey Savings and Loan Assn. in Costa Mesa, formerly had served as administrative assistant to the executive vice president at Colonial S&L; of Claremont. A March 17 item in the People column reported Downey’s incorrect identification of Phebus’ former position.

Ozorkiewicz replaces Josiah Napua Jr., who has been named executive vice president and marketing manager, with responsibility for the marketing of semiconductor products, military products, computer systems and integrated circuits with specific applications.

Ozorkiewicz formerly was executive vice president and chief operating officer of Kierulff Electronics of Cypress and spent more than 10 years at Texas Instruments Inc.

Napua has held several management positions over his six years with Wyle Laboratories. Before his new appointment, he was the group operations manager and, prior to that, manager of Wyle’s Santa Clara division. He joined Wyle in 1978 after a career in marketing with Hewlett-Packard Co. and RCA Corp.

Wyle Laboratories, headquartered in El Segundo, is a leading marketer of high-technology electronic components and systems. The company also is a major supplier of research, engineering and testing services to the aerospace-defense and energy industries.

Wyle’s electronics marketing group has annual sales in the $275-million range and is the company’s major operation.

Downey Savings and Loan Assn. of Costa Mesa has named William R. Phebus as vice president and chief residential loan officer. Phebus had been vice president and regional loan supervisor for Los Angeles-based Home Savings of America. He also served as executive vice president and managing officer for Colonial Savings of Claremont and was a founding city councilman of the City of Bradbury, Calif. The 60-year-old S&L; executive was a Air Force fighter pilot during World War II. He flew 66 combat missions in Europe and was awarded the Distinguished Flying Cross.

Downey also said that Robert D. Bly has rejoined the S&L; as vice president of mortgage banking operations. Bly, 39, previously was head of the secondary marketing department at Westside Federal Savings and Loan Assn. of Seattle and had been employed in Downey’s secondary marketing department before that.

Charles William Goodson has been named vice president and chief financial officer of Dana Niguel Bank of Dana Point. Goodson, 30, previously was vice president and branch administrator of First State Bank of the Oaks in Thousand Oaks. He began his banking career with Bank of America and has worked for a number of community banks including Bank of Beverly Hills.
