The chairman of the House Budget Committee, Rep. William H. Gray III (D-Pa.), bluntly ruled out tax increases of any kind as part of the 1986 budget, dismissing a plan offered by his predecessor for an oil-import fee. “It’s not an option,” he said of the plan proposed by Rep. Jim Jones (D-Okla.), who testified before the panel. “We’re going to do it with spending cuts.”
