A Pentagon invitation to send California National Guard troops to Honduras for training has been declined by Gov. George Deukmejian and Adjutant Gen. Willard Shank, commander of the 25,000-member guard, a public affairs officer for the state Military Department confirmed. Col. Don Foley said Shank consulted with the governor in November, then turned down the invitation to send men to the controversial Big Pine III training exercise next month in the Central American country. The governor’s office would not confirm or deny the report, which appeared in the Sacramento Bee.
