Leonard L. Mazur has been named vice president-marketing and sales at SPI Pharmaceuticals Inc., a subsidiary of ICN Pharmaceuticals Inc. in Costa Mesa. Mazur had been director of product management of Knoll Pharmaceutical Co., a subsidiary of BASF of West Germany, since 1981. At Knoll, Mazur directed the introduction of a cardiovascular drug into the U.S. market.

Mazur’s appointment was announced by Milan Panic, chairman and chief executive of SPI.

Thomas W. Beltram has been appointed general manager of Mobilecomm of Orange County Inc. The company, formerly known as Orange County Radiotelephone Service Inc., provides mobile telephone, paging and answering service throughout most of Orange County.

StarTel Corp. of Irvine announced the promotions of Arnold Shusterman and Mike Stoop to the newly created positions of vice president of operations and vice president of software, respectively.
