Money for most federal programs should be frozen at existing levels in an effort to reduce the government’s deficit, the National League of Cities recommended. The group, which represents about 15,000 cities, also suggested that Washington begin to operate on a pay-as-you-go basis to reduce swollen deficits that are expected to reach more than $200 billion this year.
