U.S. Withdraws Proposal to Send Envoy to Poland

WASHINGTON — The Reagan Administration has withdrawn a proposal to send career diplomat John Scanlan to Poland as ambassador after Warsaw failed to meet a U.S.-imposed deadline for accepting him, officials said today.
The nomination was proposed more than two years ago but the Polish government declined to accept it, giving no explanation, the sources said.
The two countries have not had ambassador-level representation in each other’s capitals for some time.
The last Polish ambassador to Washington, Romuald Spasowski, defected in December, 1981, and has not been replaced.
