Construction will begin April 12 on the Mountain Vista Plaza Shopping Center on the north side of the Foothill Freeway near the Buena Vista off-ramp. The center will feature specialty shops anchored by a 120,000-square-foot Gemco department store. The Duarte Community Redevelopment Agency authorized a $13.4 million bond issue for the development, including $3.4 million for acquisition of the former Big Sky Drive-In Theater.
