Ex-Councilman Fined for Violating Building Rules
A judge has ordered former San Diego Councilman Michael Schaefer to pay $64,000 for violating city health and safety regulations at apartment buildings he owned here.
Los Angeles Superior Court Judge Robert B. Lopez also directed Schaefer to reimburse the city $9,959 for its investigative costs as well as the cost of the lawsuit filed by the city attorney’s office. The city sued Schaefer in 1981, claiming he failed to repair holes in walls, broken plumbing fixtures and windows at three buildings on South Berendo Street and South Grand Avenue.
In 1981, Schaefer was sentenced to 10 days’ imprisonment and fined $500. An injunction ordering building repairs was issued in September, 1981, a month after he sold the buildings on Berendo Street. Schaefer was jailed again for 10 days in 1982 for contempt of court after he failed to comply with a preliminary injunction ordering repairs at the building on South Grand Avenue.
