Brea : Council Braces for Crowd at Hearing on Helipad

City officials are bracing for a crowd April 23 for the first public hearing on a helipad proposed for a bank operations center.

“We’re expecting the worst. It’s a very emotional issue,” Development Services Director William Kelly said.

Officials have reserved the auditorium at Brea-Olinda High School. The council chamber, which seats about 150 and is the usual meeting site, probably would not be large enough, they said.

The proposed helipad would be built at the Security Pacific National Bank Operations Center at 275 S. Valencia Ave. Security Pacific wants to use the helicopter up to 10 times a day between 2:30 and 10 p.m., Kelly said. Residents, however, say the noise would disturb the neighborhood.

An environmental impact report released last month by Michael Brandman Associates Inc. of Costa Mesa stated that “the potential for annoyance and the limited potential for speech interference are unavoidable adverse effects related to noise from the proposed operations.”

The report noted that the noise impact could be mitigated by using an alternate flight path and establishing a monitoring program “to ensure that flights remain over the primary flight track.”
