SAN CLEMENTE : May 1 Hearing Likely on Condominium Proposal

The City Council is expected to set a public hearing for May 1 on a plan for a high-density condominium project in Rancho San Clemente.

The Planning Commission has approved the plan for 250 units on the 11.4-acre Whispering Winds tract. The plan allows approximately 22 units of one- and two-bedroom condominiums per acre to be built in the city’s so-called backcountry by the Lincoln Property Co., said City Planner Steve Flint.

“You don’t see too many projects of that density (in San Clemente), but you’re going to see more of it as the city develops,” Flint said. The city’s guidelines for the 30-acre lot allow between seven and 15 units per acre, Flint said. “But it also says you have (a maximum) of 340 units,” he said, which is “the bottom line.”

The Planning Commission specified that the approximately 19 acres remaining be limited to 90 housing units total, he said. Approximately 60% of the 2,000-acre Rancho San Clemente project will be open space when the area is fully developed, Flint said.
