Election Winners Take Oath; Milner Is Mayor

Jerold F. Milner, who was elected to the Glendale City Council in 1983, has been chosen mayor. The position is mainly ceremonial and is rotated every year among the council members.

Milner was named by his council colleagues Monday at a reorganization meeting at which the oath of office was taken by the winners of last week’s election, incumbents Ginger Bremberg and John Day and council newcomer Carl Raggio, the former school board president.

Councilman Larry Zarian, elected with Milner in 1983, was selected Tuesday as chairman of the Glendale Redevelopment Agency, which is made up of the five council members. Zarian is expected to be named mayor next year because both Bremberg and Day have held the post and it normally would not go to the newest councilman until everyone else has had a chance.

Farewell to Parcher

Milner, 54, is a district manager of operator services for Pacific Bell. Zarian, 47, has retired from his furniture and appliance business and owns several commercial and apartment buildings.

Monday’s ceremony was somewhat overshadowed by the emotional farewell given Milner’s predecessor as mayor, Carroll Parcher, a 10-year council veteran who decided not to run for reelection. Parcher, a former publisher of the Glendale News-Press, is known as “Mr. Glendale” for his long record of community activism. He will still write a column for the newspaper and has been reappointed as Glendale’s representative to the Burbank-Glendale-Pasadena Airport Authority.

Also sworn in for four-year-terms were City Clerk Merle Hagemeyer, Treasurer Elizabeth Evans, school board members Jane Whitaker, June Sweetnam and Charles Whitesell, and community college trustees Kenneth Sweetnam (no relation to June Sweetnam), Ted Tiffany and Phillip Kazanjian.
