The Soviet-backed government of Afghanistan has called a tribal national convention, called the Loya Jirgah, in what Afghan exile sources in New Delhi described as an effort to seek legitimacy for the Communist government through a traditional democratic event. The official Kabul radio, in a broadcast monitored in in New Delhi, said delegates to the convention would be members of the government, the Revolutionary Council, other “authorized” individuals, spirituals leaders and elected representatives of tribes. No date for the convention was disclosed.
