Ralph Anderson & Associates of Sacramento has been selected to conduct an organization and management review of the city clerk’s office.

The City Council asked for the review last June after upgrading a staff position, as requested by City Clerk Donna Babb.

The selection was delayed after Babb became ill and because she asked that three additional consulting firms be considered. Anderson, which recently completed an audit of the Long Beach city clerk’s office, was the low bidder at $5,500 plus expenses not to exceed $2,000.

City Manager LeRoy Jackson said the review will begin immediately and be completed in about two months.

The Los Angeles County district attorney is investigating allegations that Babb used city money and staff for personal and political purposes.

Since Babb took office in 1982, her staff has had a 140% turnover, including three deputies. In her first 13 months, seven staff members in the 10-person office have resigned or transferred, according to city records.
