New Community Colleges Head
Dr. Joshua L. Smith, president of a New York City community college, today was named chancellor of the 1.1-million-student California Community College system.
Smith succeeds Gerald Hayward, who is retiring. Smith, 50, has been president of the Borough of Manhattan Community College for the last eight years. In addition, he is the newly elected chairman of the American Assn. of Community and Junior Colleges.
