The total cost of the Diablo Canyon nuclear power plant has risen by $200 million to $5.6 billion because of delays in testing its first operational unit, a spokesman says. Richard Davin of Pacific Gas & Electric Co. also said that the twin reactor plant’s Unit 1 is set to begin commercial operation on May 1. The plant’s cost was previously listed at $5.4 billion.
