Two daughters of Brian Taugher, the state Justice Department official cleared of a child molestation charge, have filed a $1-million claim against Sacramento County, contending negligence and false imprisonment stemming from the unsuccessful prosecution of their father. The claim, filed on the girls’ behalf by Sandy Taugher, their mother, also claims that the children’s civil rights were violated and that they were subjected to emotional duress when the two were taken into custody by sheriff’s deputies at the time of their father’s arrest last July. Authorities said at Taugher’s trial that they took the children, then aged 9 and 16, into custody to protect them. But Taugher’s attorney argued that they were held to enable investigators to develop evidence against their father.
