Civil Servants’ Strike Halts Swedish Services

STOCKHOLM —
More than 20,000 civil servants in key posts walked off the job Thursday in a bid for higher pay, crippling Swedish air traffic, shipping and other services.
Government employers prepared to call a lockout today against another 100,000 employees, including most of the country’s teachers. The lockout will take effect a week later.
