Webb’s problem is typical of the reaction that public employees receive when they dare to criticize management. Despite that fact that the workers are the ones who actually perform the services, they are always the first to be the victims of cutbacks and discrimination.

There is a distinct possibility that Webb’s statements are erroneous. Why can’t management calmly reply in a letter regarding his remark? Why does it have to threaten him with disciplinary action. Perhaps Webb’s charge hits too close to the truth for them to handle.
