The Palestine Liberation Organization has rejected all proposals made by Assistant Secretary of State Richard W. Murphy during a recent Middle East tour, a high-ranking PLO official said Saturday.

The official Tunisian news agency quoted Farouk Kaddoumi, chief of the PLO’s political department, as saying, “The American envoy came to get Palestinian concessions and, by means of his proposals, to try to sow disunity not only between the Palestinians themselves but also between them and their Arab brothers.”

He did not detail Murphy’s proposals, which are directed in part toward achieving Mideast peace talks involving Jordan and Palestinians not tied to the PLO. But Kaddoumi said a Mideast settlement is blocked because the U.S. position is aligned to the Israelis’ and because the governments of both Israel and the United States have refused to recognize the legitimate rights of the Palestinians.

“For these reasons we have rejected all Richard Murphy’s proposals,” he added.
