Traffic deaths increased 3.7% in the nation last year after three years of decline, the National Transportation Safety Board said in a report. Jim Burnett, board chairman, said that the figures “tell us in harsh language” that not enough is being done to improve highway safety. Highway deaths dropped by about 16% from 1981 to 1983, the report said. It listed 44,175 highway deaths in 1984, compared to 42,589 in 1983. By comparison, there were 51,091 highway fatalities in 1980, the last previous year in which fatalities increased.
