Afgan refugees pouring across the border into Pakistan say Soviet troops massacred large numbers of civilians during an offensive in Laghman province last month. Their accounts, though not independently confirmed, supported earlier reports that hundreds of people were killed in eastern Afganistan. The refugees said that Soviet commandos bayoneted, shot to death, dismembered and burned women, children and old men.
