The Democratic National Committee has established a policy commission that will draft statements on major issues to help rally the party in the 1986 elections, party Chairman Paul G. Kirk Jr. announced in Washington. Made up of elected and party officials and headed by former Utah Gov. Scott Matheson, the commission will hold hearings across the nation before submitting its report to the national committee next April.
