The Soviet Union and the European Space Agency have agreed to cooperate in a new probe of Mars with a satellite to be launched in 1988, the official Soviet news agency Tass reported. The Tass report said the Project Phobos spacecraft will be launched on a 15-month mission to orbit Phobos, the closer of Mars’ two natural moons. Tass reported that “The Soviet Academy of Sciences suggested that foreign scientific centers and organizations take part in the program on a large scale.
