Richard A. Dinon Jr. has been promoted to assistant vice president-corporate relations at 20th Century Insurance, Woodland Hills. Dinon, who will be responsible for the company’s corporate training division and public affairs, joined 20th Century in 1983 as training manager.

Woodland Hills-based Dataproducts elected John T. Laws senior vice president-finance and Gary D. Bernard senior vice president-human resources. Also named an officer of the corporation was Cliff O. Bickell, treasurer.

Joel Nagelmann has been appointed vice president-marketing and operations of Oakleaf Corp., a Chatsworth-based computer firm. Nagelmann had been manager of office systems marketing for IBM’s national marketing division in Atlanta.

Hal Lipchik has been named vice president and group executive of the Scientific Services Group of National Technical Systems in Calabasas. Lipchik previously was general manager of the company’s product group in Chatsworth.

Bertram H. Witham has joined the board of directors of Micom Systems Inc., a supplier of data communications equipment in Simi Valley. Witham is a director of the Fidelity Group of Companies and Systems Control Technology. He is also chairman of International Dynergy Inc. and a consultant to Merrill Lynch International.

Essex Video, Northridge, announced the promotions of Jay Shanahan to vice president-marketing and operations and David Bursteen to vice president-sales.

Michael J. McLeavey has been appointed financial manager and controller of Neasi-Weber Inc., a software systems firm in Studio City.

Viking Connectors Co., Chatsworth, has appointed Howard H. Woodward product manager in charge of promoting and broadening existing product lines.

Judith A. Nordahl has been appointed vice president in charge of commercial loans for Charter National Bank in Encino. She previously was a commercial loan officer for the West Los Angeles branch of Imperial Bank.

Dr. Franklin D. McMillan has joined the staff of the Morrison Veterinary Clinic and Animal Skin Clinic in Woodland Hills.

Bill Slapin, founder of Encino-based Eastman Publishing, was elected chairman of Eastman and its publishing ventures, including Computer Merchandising magazine. Jack E. Angel, president of the company’s parent firm, International Thomson Technology, was also elected president and chief operating officer of Eastman.
