Grand theft charges have been filed against the former plant manager of a Terminal Island scrap metal yard and a Union Pacific railroad official accused of stealing 2.7 million pounds of steel. Charged in the 53-count complaint were Forrest T. (Pete) Moore, 66, the former plant manager of a subsidiary of National Metal and Steel Corp., and Phillip G. Walker, 40, who worked as director of harbor operations for Union Pacific. Walker is accused of having used his position to divert railroad cars containing the steel--much of it to have been used for new rail construction--to the scrap metal yard between 1983 and 1985. Checks worth $75,000 were issued for purchase of the metal, Deputy Dist. Atty. Larry Diamond said. If convicted, each faces sentences of up to six years in state prison.
