Governor Appointed Fernando Aldecoa of Seal Beach and Annie Alexander of Soledad to the state Board of Corrections. Both are Democrats and fill board vacancies. Board members are paid necessary expenses. The positions require Senate confirmation.

Assembly Floor Action:

Missing Children: Approved and sent to the Senate on a 75-0 vote a bill (AB 606) by Assemblyman Gray Davis (D-Los Angeles) to increase penalties for kidnaping a child under age 14 and set up a fund to offer rewards for information leading to the recovery of missing children.

Hazardous Material: Approved and sent to the Senate on a 61-5 vote a bill (AB 1650) by Assemblyman Ernie Konnyu (R-Saratoga) calling for a state study of health and safety risks of carrying hazardous material over urban highways during commuting hours. Recommendations would be made to the 1987 Legislature.

State Fair: Reversed itself and voted 55 to 14 to approve a bill (SB 207) by Sen. Leroy Greene (D-Carmichael) to appropriate $2.2 million from the state general fund to pay off former bills of the California Exposition and State Fair. The measure failed earlier this week, but reconsideration was granted. The bill goes back to the Senate for consideration of lower house changes.

Committee Action: Museum: The Assembly Ways and Means Committee approved a Senate-passed bill (SB 337) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to provide a matching $5-million state grant to the Simon Wiesenthal Center in Los Angeles for a Museum of Tolerance. A 15-1 vote sent the bill to the Assembly floor.

Campaign Financing: The Assembly Elections Committee approved a bill (AB 1569) by Assemblyman John Vasconcellos (D-Santa Clara) to impose limitations on campaign contributions and expenditures and to set up a partial public financing system. A 5-1 vote sent the bill to the Ways and Means Committee. The governor vetoed similar legislation last year.

Senate Committee Action: Low-Cost Checks: The Senate Banking and Commerce Committee rejected a bill (SB 199) by Sen. Nicholas C. Petris (D-Oakland) to require banking institutions to offer low-cost checking accounts to low-wage earners and elderly people. There was no motion made on the bill.

Water: The Senate Agriculture and Water Resources Committee approved a bill (SB 210) by Sen. Ruben S. Ayala (D-Chino) to place a $900-million bond issue on the November, 1986, ballot to buy federal water for the State Water Project and to protect the Sacramento-San Joaquin River Delta. A 6-1 vote sent the bill to the Appropriations Committee.

Highway Repairs: The Senate Transportation Committee approved a bill (SB 300) by Sen. John F. Foran (D-San Francisco) to reshuffle existing state revenues to make $195 million available on a matching local fund basis for street and road repairs. The committee rejected a proposed 5-cents-a-gallon state gasoline tax as a source of the money. A 9-0 vote sent the bill to the Appropriations Committee.
