At least 1 million children--by the most conservative estimate--are abused or neglected nationwide each year, a grand jury reported in New York. The grand jury, impaneled after a scandal involving the rape of dozens of children at a Bronx day-care center, said that New York state’s method of handling child abuse cases needs to be overhauled. It said that more than 134,000 children were reported abused or neglected in the state in 1984, up 7% over 1983.
