Weston J. Hill, the chronic sex offender who became the subject of a controversy when the Santa Monica police chief shipped him to Miami, has been found incompetent to stand trial in Miami on a misdemeanor charge of indecent exposure. Dade County Municipal Judge Calvin Mapp said that Hill, 44, who has been undergoing mental tests, will be sent back to Santa Monica sometime next week. Earlier this week, Santa Monica officials apologized for sending Hill to Florida. Miami Vice Mayor Joe Carollo said that city officials accepted the apology but believe that Miami taxpayers “should not have to foot the bill for California’s problem.”
