Regan E. Kelly, a former special assistant to the California Savings and Loan Commissioner, has been named senior vice president and general counsel for Western Financial Savings Bank in Orange. Kelly, who was appointed to the state post in 1983 by Gov. George Deukmejian, joined Western Financial in March. Kelly formerly was an executive with Great American Savings Bank of San Diego.

Pacific Mutual Life Insurance Co. has named Charles A. Lynch to its 16-member board. Lynch, 57, is chairman and chief executive of Saga Corp., a Menlo Park food services company. Before joining Saga, Lynch had been an executive vice president at W. R. Grace and Co. Pacific Mutual, of Newport Beach, is one of the nation’s largest life insurance companies and is the largest mutual life insurance company in California.

The Bank of Newport has promoted James L. Lauritzen to senior vice president and manager of the Newport Beach bank’s real estate division. Lauritzen had been a vice president in the division since joining the bank in 1981.

Harold E. Naylor has been named vice president of Western Empire Savings and Loan Assn. Naylor joined the Irvine lender in 1983 as chief appraiser.

Robert W. Duff has been promoted to senior vice president of First American Title Insurance Co. of Santa Ana. Duff, who has been with the company since 1956, previously was vice president and director of land development for First American, the nation’s third-largest title insurance company.

V. Gordon Clemons has been named president and chief operating officer of Home Health Care of America, the in-home health treatment division of Caremark of Newport Beach.

He succeeds James M. Sweeney, who remains Caremark’s chairman and chief executive.

Clemons, 41, comes to Home Health after spending 4 1/2 years as president of Intracorp of Wayne, Pa., the health care services division of Cigna Corp. During Clemons’ tenure at Intracorp, the division’s annual revenues more than tripled to $100 million.
