Soviet Boot Makers Weren’t on Their Toes

MOSCOW —
Incompetence at one Soviet shoe factory was so widespread that an entire shipment of boots was sent to stores with heels attached at the toe.
The boots were put on special display at an exhibition of defective goods held in the Ukraine, the weekly Literary Gazette said in editions published today. The exhibition was designed to shame manufacturers into improving efficiency at their factories, it said.
