A state board has denied a property tax exemption to the owners of Gov. George Deukmejian’s new Sacramento home on grounds that providing a free home to the state for the governor “is not charitable within the meaning of the welfare exemption.” Karl M. Samuelian, president of the non-profit Governor’s Residence Foundation, which last year bought a home selected by Deukmejian and provides it rent-free to the state, said the only reason he applied for the charitable exemption was to save the state money. If the exemption is denied, he said, it will be the state that pays the property taxes to Sacramento County. Samuelian’s foundation bought the 3,200-square-foot house with private donations and the profits from Deukmejian’s inaugural parties.
