Gorbachev Reported Cool to Summit Plan

MOSCOW — Soviet leader Mikhail S. Gorbachev does not seem to be eager for summit talks with President Reagan, American industrialist Armand Hammer said Monday after a meeting with Gorbachev.
Hammer said he learned from Soviet Ambassador Anatoly F. Dobrynin in Washington that Gorbachev will not come to the U.N. General Assembly meeting this fall in New York, as has been expected.
According to Hammer, Gorbachev said that he and Reagan will meet but that the time and place are still being discussed.
“He said to have a meeting, well, something has to be accomplished at such a meeting,” said the chairman and chief executive officer of Los Angeles-based Occidental Petroleum Corp.
