Expected Harbor Commission approval of a $66-million waste-to-energy plant on Terminal Island was delayed for a week to give Toyota Motor Sales U.S.A. Inc. a chance to determine if plant emissions could damage paint on new Toyotas stored nearby.

Toyota spokesman Dave Sandford said the automaker did not have enough time to review studies done on the proposed plant’s effects. Commissioners were assured by port and city planners that the cars would not be damaged, but the board delayed its vote because Toyota had not been given proper legal notice of the commission’s expected vote.

The plant, which would be completed by 1988, has received state and City Council approval. Firms bidding to construct the facility are scheduled to meet with the city next week.
