State lottery commissioners Wednesday rejected a proposal to earmark an across-the-board percentage of all supply contracts for businesses owned by minorities--but passed a resolution that an unspecified portion of the contracts be subcontracted to minority businesses “whenever reasonably feasible.”

The plan, as adopted during a meeting in Los Angeles, would require the lottery commission staff to study the possibilities for minority subcontracting in each individual contract, and present a report to the commission.
