House OKs Aid for Afghans

The House today approved the use of up to $10 million in excess defense supplies and donations for non-lethal assistance to Afghans displaced by the presence of Soviet troops in their country.
The amendment to the 1986 defense bill, which authorizes $292.6 billion in military spending, was approved by voice vote and without debate.
