Cabinet ministers from leading industrialized nations, including the United States, decided to set up a system to monitor movement of dangerous wastes between countries. The agreement was reached by the 24-member Organization for Economic Cooperation and Development at a three-day meeting in Paris. It is expected to be implemented by the end of 1987, according to Huguette Bouchardeau, France’s environmental minister.
