A federal jury in Hartford, Conn., awarded $2.3 million to a woman who charged that police violated her constitutional rights by failing to protect her from an attack in Torrington by her estranged husband. In addition to granting the award to 24-year-old Tracey Thurman, the jury awarded $300,000 to her 3-year-old son, who witnessed the June, 1983, attack. Thurman was left heavily scarred and partly paralyzed by the assault.
