Governor Signed a bill (SB 221) by Sen. Daniel E. Boatwright (D-Concord) to give rape victims and parents of sexually abused children the right to request that law enforcement authorities withhold their names from crime reports disclosed to the public.

Assembly Floor Action:

Lottery: Approved and sent to the Senate on a 56-17 vote a bill (AB 75) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to assure that California Lottery funds are supplemental aid to regular state K-12 school support.

Self-Esteem: Approved and sent to the Senate on a 54-19 vote a bill (AB 23) by Assemblyman John Vasconcellos (D-Santa Clara) to create a Commission to Study the Causal Relationship Between Self-Esteem, Personal Responsibility and Social Problems. The bill also would appropriate $750,000 to finance commission activities.

Drunk Driving: Approved and sent to the Senate on a 60-7 vote a bill (AB 331) by Assemblyman Richard Katz (D-Sepulveda) to require a minimum 48-hour jail sentence for a first-offense drunk driving conviction if the motorist refused to take a sobriety test.

Unregistered Motor Vehicles: Approved and sent to the Senate on a 55-10 vote a bill (AB 2000) by Assemblyman Gray Davis (D-Los Angeles) to increase fines for operating unregistered motor vehicles after a one-time, three-month amnesty period to allow owners to pay back fees without penalty. There are an estimated 1.2 million unregistered vehicles in the state.

High Riders: Approved and sent to the Senate on a 52-19 vote a bill (AB 2110) by Assemblyman Larry Stirling (R-San Diego) that would give law enforcement officers authority to ticket unsafe elevated vehicles with an excessively high unstable center of gravity, sometimes known as “high riders.”

Senate Floor Action: Prevailing Wage: Approved and sent to the Assembly on a 22-11 vote a bill (SB 276) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to lock the prevailing wage on public works projects into law and make it easier to prosecute employers who do not comply with its provisions. The prevailing wage includes salary for regular work days and holidays, overtime and payments for health, pension and vacation benefits.

Family Planning: Approved and sent to the Assembly on a 21-15 vote a bill (SB 130) by Sen. Diane Watson (D-Los Angeles) to authorize the Department of Health Services to establish a family planning advisory board to make recommendations on the delivery of services.
