Philippine Flood Toll Rises

MANILA —
Philippine civilian defense officials said Sunday that at least 65 people have been killed and more than 100,000 made homeless in three days of floods across the northern Philippines. Monsoon rain has lashed the capital and northern Luzon since Wednesday.
